Requirements for publishing in explore

I am making a game that will need an expansive list of characters and want to eventually put it in the explore section. would I be able to put characters from other official games (ex: Mario, sonic, etc) and still be able to be found in the explore list? or would this be under the "made the assets yourself" or "you are allowed to publish the assets" rules?

I don’t really know i from what saw from past comments on the same thing the developers check it before release and plus aren’t those copyrighted?
