Many things can get in the way.

For example: browsers block references outside the website with which the connection was established (downloaded the page). It's called something - but I forgot what.

Ctrl-shift-i - will be highlighted in red if this case occurred (I saw such a message in Firefox).

Maybe you have a firewall turned on on your computer? (Unblock ports.)

Do you have a local server running that receives requests???
